Because it was poorly signalled and there was a giant FDJ (or another blue jersey) rider directly in front of him who also veered late.

Yeah, the rider in front of him moved out of the way at the last second, so he had no real chance to completely miss it. Happens on group rides all the time with potholes, when you're riding with triathletes.
