No, but they're an indication of a desire from the race organisers.
Well there still could be racing on Montmartre, without doing away without nullifying the parade portion. But it's not like i've interviewed Gouvenou or Macron or whomever, so you all could be right. This is just exactly what I assumed we would get. And more than any other stage, this one is about showcasing Paris, and making it accessible for 100,000 spectators, not just for TV viewing.

I guess I'm learning that now, lmao. I honestly thought the ASO had intended to have a normal stage, but I guess not and/or the riders decided against it. Was this always common knowledge among fans? Did all the riders expect or agree to this?
You are correct, you are not losing your mind, ASO did promote the suspense!! Hyped up final stage as meaningful and public really wouldn't know TDF results until it was over!! ASO saying race route made harder possibly creating significant gaps..riders and teams didn't buy into the hype..

Maybe I'm in the minority here, but I like it when the Tour tries some different things like this.

And none of that would nullify the parade portion of the stage which is what I thought folks were complaining about?
