In theory they were right. However it happens very often without the rule being applied. Last week we saw Carlos Rodriguez doing the same thing, and he didn't get a sanction. So it's pretty arbitrary.
We often often see a team car motor pacing a crashed or dropped (because of a mechanical) to the back of the car caravan behind the peloton. Then the rider(s) leapfrog using the other team cars for momentary drafts but riding alongside the cars as they move up. What seems different in this case is that her team car not only brought her back to the car caravan but then continued on trying to pass the entire caravan (with her still drafting) to bring her directly to the back of the field. And didn’t initially stop when an official (on moto) told them to stop. Seemed not only ridiculously egregious and also condescending—a display of “we’re above the rules.” Which was further confirmed but their subsequent response.

The problem once they got to the caravan is where does the car go ? Join the back of the queue ? Or retake it's place? If it retakes its place what difference does it make if Demi surfs behind the SD Worx car, or the other team cars ? Could a rider get another team DSQ or fined for pacing behind them instead of their own team ?

Its all well and good the official waving his arm at them, dont they have race radios ?, but you need a certain level of compliance in the caravan to make the room to allow the rider and team car to swap positions safely in that situation.

I haven’t watched enough women’s races to know the pattern here, but in the men’s peloton yes—once that team car reaches the back of the car caravan, the drafting rider(s) jump out from behind their team car and start leapfrogging the other team cars. Their own team car will momentarily be at the back of the line, and then makes its way back to its place in line when they get the chance. If it’s a narrow road that might take awhile.

What happens is the car then sits at the back of the caravan and waits for an appropriate place where it could move up. The rider can weave through the caravan as has been already stated. What SD Worx did is absolutely not on and in races I've participated in, more severe sanctions have occurred for such a maneuver. They should actually count themselves lucky.
