I was surprised to see Bilbao lose that much time yesterday after he had looked decent in the first stages. He didn't exactly fly during the Giro, so you wouldn't expect him to be past his peak shape by now. It is of course possible that he, after he was dropped, decided to switch focus to stage hunting, and him winning today would definitely be the best possible scenario. However it will hard for the break to succeed, and he won't be the favourite even if it actually does.
Probably saved himself yesterday after feeling that the win was not within reach anymore, especially as this is a Gino Mäder memorial stage. No idea if every team went to the scene where he lost his life this morning, but Bahrain definitely did.

But yes, will be a tough ask to win, especially not at particularly good shape.

He can't keep his shape forever. He was already close to peak in Romandie and started fading in the third week of the Giro.
He could still get a good result from a break, but won't be easy.
It also seems like 9 out of 10 people trying to stack Dauphiné/Suisse on top of the Giro collapse spectacularly anyway. Romandie in addition to that is crazy, so we should definitely cut him some slack.

Riding in the bunch on a flat should not be dependent on that. If he would have faded on the climb i get you, but not like it went yesterday
