For the WorldTour ranking (that nobody gives a sh*t about, I don't even remember who won last year - probably Gilbert though) only WT races count.
For the top-secret UCI ranking to determine which teams will get a WT spot, it's different: Riders get points according to their places in an expanded WT ranking (also including riders from non-WT teams) and expanded Continental rankings (also including riders from WT teams). Additionally, riders get points for victories, also in Continental races. So, for a WT rider, winning a Continental race is worth something, while reaching the podium/top-5/top-10 is only worth something indirectly (via the expanded rankings).
And if you think that sounds complicated: It's supposed to be, we're talking about the UCI here.![]()

He scored 20 points for the win twice. He got 110 for winning GC though which is pretty ridiculous for a two day race like this, so CQ definitely has few big flaws, but it's better at giving year overview of the teams then UCI WT ranking does.

On the 2012-specific CQ rankings, Australia are first with 1284, ahead of Spain (although Contador's points have not been removed from CQ yet), Belgium and France. Great Britain are 7th with 390, but I suspect that Tiernan-Locke's points for the GC haven't yet been included.
