I think Magnus Backstedt's main point was that the police tend not to sanction bike racing on public roads, closed, rolling closure, one-way closure or no closure.

Without police sanction, racing on public roads is illegal. This was the point he was trying to make.

The UK is not Belgium.

(Scotland, Wales and Norther England have far better terrain for a one day classic)

Well they only have the final stage in London, plus London probably puts up the most money to host the race and the crowds they get make the sponsors happy. Not right for us but money makes the world go round.
