Okay, probably a little optimistic of me to say he can win the TT in the AToC. But you can't use the time trial in Romandie as an example. Everybody lost time to Porte on that TT. The wind switched direction or something.
Valverde, Karpets, Rogers and Menchov where all 30 sec behind Porte. KREUZIGER, PINOTTI, LARSSON, all good in time trials, lost over 1 minute.

Anyway, you are probably right. Sagan isn't good enough, yet. But it is scary how good he seems nowadays.
 
But he was 30th in Romandie, regardless of how many time he lost to Porte, he lost time to all others in front of him as well, and that wasn't due to wind, but mainly due to Sagan not being able to ride the big gear for a long time and indeed having the wrong position.
With Sagan's age its only natural you can't turn the big gear for a longer period of time, but it also means you don't stand much of a chance in a longer TT
