Even though he doesn't look to be descending optimally, I don't think there is any chance he won't win if the time differences are correct.

He's young but had some pretty nice results in the US domestic scene which triggered LottoNL
Well yeah, he has done pretty much nothing so far this year and I don't really pay attention to other races in USA other than Tour of Utah which is one of the best hipster races around
Which confirms why you don't know him.

He's not a bad rider. And in this season he has mostly rode races in service of others at his team, as a learning experience. As trade off he can have a free role in US races

Lotto really is having an amazing season so far. I certainly won't forget who Kuss is now and that guy Powless should also be pretty good, shouldn't he. Will be a very interesting race the last two days.

And Lotto NL also still holds the mountains jersey with the young Dutch rider.

Kuss cycling background is mostly moutain biking at USA University level. He just started his road cycling carrer in mid 2016, so he's a real talent with a huge progression margin despite being 23 years old.

well, last year they also had Vermeulen, so there is a bit of a pattern at least.

And there's no other WT team with that many (that) young Americans btw :D. Trek has one. And that's it, as far as I can see

Great job by both Kuss and Powless. This year has been a learning experience for both of them with Lotto Jumbo. I think that is why they are both free to race Utah and it looks like Powless will be racing Colorado as well.
