Alex Howes definetely counts. Van Summeren doesn't. He came to Garmin when they were already a well-established Pro-Tour team.

They have been bringing plenty of young talents for a while. Howes, Rathe, Talansky, Navardauskas, Vanmarcke, Stetina, Peterson, Michel and Raymond Kreder, Haas, Cameron and Travis Meyer, Bobridge, Morton, Dennis etc. They have never been a team of old men, really. They had plenty of experienced riders, but always combined with many neo-pros and young, promising talents.
The most important transition which is ongoing now is to become a GC/climbing team, rather than a sprinting/cobbles/TTT as it was a year or two ago.
