Lampre have had a pretty small budget (7.5 M) for some years, running an even somewhat decent WT team on that kind of budget isn't exactly an easy task.

I disagree. The man was top20 overall in TdF after day 10 this year. He was also solid all year, finishing inside top30 in every stage race he entered, apart from Tirreno, where he DNF-ed. These performances merit him a WT spot over something like every third guy who will also find a WT team next year. And at 33, he is not young, but not that very old yet. I'd be so happy if Lampre stayed WT, but I'm worried the team will lose it's identity with a Chinese owner. The Galbusera family have been the owners of Lampre for so long
So if Lampre (or what will be) keeps a licence for the next year and UCI have to choose between Bora and Bahrein-Merida for the last spot available it's an obvious choice.
I don't see why they have to make a choice. IAM and Tinkoff are leaving, Bora and Bahrain want to join. Two out, two in. Or am I missing something?

I wonder where Cardoso will end up; he should be pretty cheap and a team like Trek could use with some decent climbing domestique for Mollema and Contador next year, otherwise they'll be left with Zubeldia and Stetina. I wonder why he's leaving Cannondale, maybe he wanted to ride the Tour and was just tired of seeing over-hyped american riders getting the spot ahead of him.
By the way, I love how Cannondale prefers one-off riders like Moser, Villela, Formolo, King, Craddock, Gaimon, Howes or Brown than a solid all-year round domestique like Andre Cardoso who has done great work in the past for guys like Hesjedal for instance.

They've not hired him to be a legend, but to be a domestique. They've made it clear.
There are maybe 150 guys in the world who can finish WT events in top30 on a regular basis, so with something like 500 WT spots for riders, it's ridiculous to suggest a rider with these results doesn't have a place in WT. Top30 means little in itself, but in context, it means you're capable of hanging onto the main group in mountains for much longer than average pro rider, which makes you potentially more useful domestique than most. And Van den Broeck is a decent TT-ist in addition.
There are and were guys like Marangoni, Ted King, late Popovych, Agnoli, Irizar, Armee, Zandio and dozens of others whose level was never close Van den Broek's level in 2016 and they have/had been hanging onto the WT teams for years.
