I have personally conducted an experiment to see which one of these two treadmill or fixed bicycle is more effective for fitness and gaining strength. And for me the fixed bicycle has been more effective. Treadmill is good for general fitness but fixed bicycle is more than that and is an effective tool to improve stamina and endurance power.
