He is making a Wiggo style statement/stance there, less swearing and insulting, but same message....That just ****es people off, he won't win over the public with that kind of attitude.

I don't buy you are so sick you need steroids so you can compete in a race, if you are that sick you are home in bed or in hospital.

This is the problem. The UCI has miraculously now modified their process and I would assume has the three docs on call/staff to handle this now?!?!

What is so moronic with Cookson, he of course did what all new CEOs do within a company when new. Hire some special consulting company to come in and evaluate all the known flaws, and wait for their magical independent opinion and detailed findings. Then they sit around for another 2 years and debate what to actually change.

There is no reason, for the last 5 years, or eternity and the EPO era, that this process should have existed. Yet, we now know, after UCI finally admits it, hey just 1 guy can sign off and fast track pretty much anything.

As you say, what else has been going on??? If they just admit that they don't even follow any protocol and allow all sorts of exceptions, god only knows what have been going on for the past 5yrs, especially under Phat Pat's reign.

we all know Verdruggen's "I can make anyone positive" (and unsurprisingly also negative) - that's what was and still is happening there, including biopass
 
Reviving this thread because there was an unanswered question about the prevalence of TUE's in cycling. According to WADA's 2013 report, LOTS of TUE's.

Urine samples collected in competition: 6096
Urine samples collected out of competition: 2967
UCI In Competition suspicious scores:148
UCI In Competition positive scores: 83
UCI Out Of Competition suspicious scores: 59
UCI Out Of Competition positive scores: 8 (!)

It's important to note those figures are specific to the UCI, so International Elites, and 92 positives does not mean 92 individuals were positive.

Now, we should be able to go backwards and compare 2013 official UCI sanctions and get a good idea of TUE's and unenforced sanctions.

Without going into the ins and outs of the procedure in this case, the WADA guidelines on asthma cover this exact medical condition, and allow for competitors to be treated with this steroid. Asthmatics when they get colds can get a tenacious cough afterwards, in my case these have sometimes gone on for months. The cough is unpleasant and there will probably be some impact on peak flow, and hence on performance levels. From what I've read this steroid will get rid of the cough and get the lungs back to normal. Next time I get this issue I know what I'll be asking the doctor for.
