This 12 month long 2 year ban can also be another CIRC cut ban? It is a bit unusal to get the ineligibility period backdated to the day of the positive sample. More often the ban runs from the date the rider was provisionally suspended. Largo was suspended ca a month after the positive sample was collected.

Chacons positive sample was from May, but she wasn't provisionally suspended until 23 December. In the meantime she'd won bronze at the time trial at the 2014 Central American and Caribbean Games. 7 months to analyse a sample... was it a retest?

Good lawyers. During outset of the Ulissi case, I sifted through to find out what an athlete could do to obfuscate. While the NADO has certain obligations to meet a timeframe, the appeal process relies on arbitration/courts, which can operate in another plane of time and space.

Also, thanks for updating the thread. We never know when another Menchov will be sent under the radar.

Article 10.6.1:

10.6.1 Substantial Assistance in Discovering or Establishing Anti-Doping Rule Violations
10.6.1.1 The UCI may, prior to a final appellate decision under Article 13 or the expiration of the time to appeal, suspend a part of the period of Ineligibility imposed in an individual case in which it has results
management authority where the Rider or other Person has provided Substantial Assistance to an Anti-Doping Organization, criminal authority or professional disciplinary body which results in:

(i) the Anti-Doping Organization discovering or bringing forward an anti-doping rule violation by another
Person, or
(ii) which results in a criminal or disciplinary body discovering or bringing forward a criminal offense or the breach of professional rules committed by another Person and the information provided by the Person providing Substantial Assistance is made available to the UCI.


After a final appellate decision under Article 13 or the expiration of time to appeal, the UCI may only suspend a part of the otherwise applicable period of Ineligibility with the approval of
WADA. The extent to which the otherwise applicable period of Ineligibility may be suspended shall be based on the seriousness of the anti-doping rule violation committed by the Rider or other Person and the significance of the Substantial Assistance provided by the Rider or other Person to the effort to eliminate doping in sport. No more than three-quarters of the otherwise applicable period of Ineligibility may be suspended. If the otherwise applicable period of Ineligibility is a lifetime, the non-suspended period under this Article must be no less than eight years.
If the Rider or other Person fails to continue to cooperate and to provide the complete and credible Substantial Assistance upon which a suspension of the period of Ineligibility was based, the UCI shall reinstate the original period of Ineligibility.

That RABOTTINI Matteo is from Nerri Sottoli (sp) - the team that promised to publish their BP for 2014 and did not, once, at all. The web page remained "under construczioni" all year. They promised to do that after having riders get pinged for EPO, and then had another rider pinged (Matteo) towards the end of the year.

Not once did any journalist - like CN who published the original BP publish promise - ask them where the data was.

We know where the data was.

a. In the same trash can as the doping paraphenilia from USPS
b. On the LNDD server hacked by Arnie's friends
c. In the O.P. files still unreleased by Spanish authorities

If the athlete number is based on date of birth this isn't (as one poster implied) a neo pro?

The number is indeed based in DOB.

That said I have never heard of him, nor am I finding much about him.

He has never scored a single CQ point, maybe he is a non-road rider

David Apollino - EPO June 14th

They are moving fast, only 16 days from sample collection to provisional suspension. Carretero's EPO positive was announced after 7 weeks, Mondory's after 3 weeks.
