I'm not optimistic this is going to do anything. I've followed the IOC<->UCI from way, way out in the cheap seats for a while now. Perhaps if the federations pushed for relieving the UCI of all doping enforcement authority and resign themselves to rider advocate, that might be a start. But, then you are challenging the IOC.
There are more than one UCI. There's the UCI cooperative that national federations rely upon for a wide variety of mundane things and probably much of the IOC/World Championships stuff.
And then there's the money end of the UCI. WCP, ASO, and a variety of far-off races that Pat gets behind at the expense of much better races. Off the top of my head, Pat's complaining about the Giro being irrelevant during the Tour of California is an example.
