No, this is very common for European teams, to leave their TT bikes at home.

Same thing happened in Oman when in fact ALL teams rode without TT bike

Yeah, often races away from Europe will not allow TT bikes, to save the 'smaller' teams who can't afford/justify the shipping from being at a disadvantage.

Its not as though they can just drive the team truck there full of kit.

The next 2 days are best, and they're far from ideal. Shame to set up a race like this, in an area like this and then avoid any meaningful climbing. Likely to be a big anti-climax after Utah.
