They have a very tight budget (the race almost disappeared a few years ago), therefore I guess there are limiting the TV relays (planes, choppers, motorbikes, etc.).

TBH it's because Volta a Catalunya is the only race hosted by the local broadcaster. They get almost no practice and it shows.
