TBH it's because Volta a Catalunya is the only race hosted by the local broadcaster. They get almost no practice and it shows.

I understand, they should invest more on this race. The best riders in the world, or at least many of them, are there

They need sponsors for that. Money and Spain is unfortunately not a great combination.
