I doubt it has been measured with inclinometer since this road was recently paved (a hydroelectric complex is being built) and the zone is far from cities and was not safe at all.

You have to rely on online topographic maps:
If they are correct, it starts with 14Km@7%, then 3Km of transition and then 3K@7.6%

If you just use the data on the profile it's 20K@5.4%
