How about Tadej "mountain Remco" Pogačar? If he adds relatively modest sub-minute penalty wrt. Roglič and continues gaining time in the mountains, the Great Youth Revolution of 2019 may be complete (and there is this Worlds race to add a cherry on the cake... potential two-generational wipeout, dePiti-zation & deSagan-ization at the same time with MVdP, WvA, Remco, etc.)

I agree it should be 3min between the GC riders. But it's not like the decision was made to boost Roglic's morale lol.

Only one rider is in danger of being caught among the top GC riders. And more often then not it helps both of the riders involved because the rider who is caught has also a visual point to follow for the remaining of the ITT.

I think Pogacar will do better than Valverde. Sometimes youthful impulsiveness is better than experience.

Quintana has an edge over Lopéz. Not because I think he is a better time trialist but because of the stress of having Roglic chasing behind you.

Nobody said that. But this will benefit roglic even if organizers don't pretend that.
