I would say - should it happen, stranger thing would have happened before. He showed in Valencia and Nice that he can climb. And he targeted the Vuelta. And that often leads to unusual results (Velits 3rd, Haig 3rd, Carthy 3rd, ...)

Tbf Valencia and Nice are a lot different than competing with Yates, Roglic etc going up Covadonga or Picon Blanco

Can't wait to see Yates, almida, Soler, vine, de torro and sikavov pulling hard on the front for their leader.
He needs a non mountainous course with a ton of time trials (and then prays Remco, Pogacar or Vingegaard don't enter that race). In a course like this Vuelta, I don't think he climbs anywhere well enough for the mountains that are coming and for the competition here.

It's Lisboa, so people have other things to do on a Saturday evening, and they already have the Volta, with cooler teams and cooler riders.
Roglic solid, Vlasov and Lipowitz solid… Interesting to see how well Primoz does in the mountains… Fingers crossed.
