Sounds to me like he's mostly criticising them not sending riders back early enough.
Also that, which is more than fair, but he's being very sceptical of them sending riders up in the first place. Would be an ever worse situation without the lads out front

Rolf's MO is basically that as a GC team, you gotta do nothing and sit in the peloton and do nothing when you have a leader if you're a domestique. Critisized Bora as well, and continued to critisize Visma and Wout Aert in 2022 and 2023.
