Evans wore #1 in the 2008 Tour because Contador wasn't there (though conversely, Pereiro wore #11 in 2007), as the highest placed finisher from the previous year. Evans also wore #1 in the 2010 Giro because Menchov wasn't there, and I can't see any viable reason other than the WC jersey either. Garzelli has worn #1 twice at the Giro without being the reigning champion (2009 and 2011), Carlos Sastre wore #1 at the 2008 Vuelta as the highest placed finisher from the previous year. Íñigo Cuesta wore #1 at the 2010 Vuelta as a mark of respect of his experience and record breaking Vuelta appearances.
Scarponi agreeing to wear #1 is no big deal, since he's doing no different to Evans or Sastre when they wore #1 at the Tour and Vuelta respectively.
The reigning champion is entitled to wear the leaders' jersey in the prologue, though that practice seldom takes place these days. However, Scarponi, whether he sees himself as the Giro winner in 2011 or not, never got to wear the maglia rosa in that 'triumph'. I find it hard to begrudge him wanting to at least have the opportunity to wear the maglia rosa.
