More than likely race organizers want to be seen going with the normal woman (i.e., non-bimbo/model) look in their "podium girls", as a concession to those who would do away with the podium girl tradition altogether. This actually does make cycling look less retrograde, even if it isn't as much fun.
Arguably, though, it could demonstrate just the opposite, that cycling is forever retrograde; going by the above, you could make the case that cycling has finally arrived in the late seventies - i.e., feminism pre-Madonna.
