Just to be clear I'm not a fan of it either, but the old rule wouldn't even count him out.

I agree - The UCI would be better to change the under 23 category to under 21.

The WT team was already (more than) full when they signed him after the Pineau financial fiasco.

It's documented that Laurence had WT offers and declined them - It was discussed in this forum at the time.

If it would be 1 vs. a peloton / group, I wouldn't care as much.

He hardly did that so nobody would have issue with him riding the U23 race. He probably felt that the Alpecin-organisation was the best team for him, even if he had to start on the Devo team.
