The UK has one of the world's largest mass surveillance systems. They could easily have identified people who are linked to 'Just Stop Oil' or have received money in their bank accounts. If they see on CCTV cameras that someone is travelling to this area they will arrest them on the day of the race, as they do with football hooligans. Problem solved.

actually the UK doesnt, and certainly not up in Scotland in the middle of nowhere, that cctv mass surveilance myth was created because someone in the press counted a bunch of cameras (which might not even have been cctv) in an area of London, and then just extrapolated that number to the whole of London and then UK, and ran an article saying the UK is one of the worlds largest mass surveillance, and it stuck.

Slovenia having 8 spots highlights how the depth of a country's pool of riders should be considered in allocating places. Some of these riders aren't even good enough to do domestique duty for Pogacar.
Unless you wanna force every rider to qualify individually you're not gonna make it work like that.

Slovenia have the right amount of top pro's to fill a squad.
