IMO the amount of spots allocated should not exceed the amount of riders a country has in the top, say, 300 or 400 in the UCI ranking.

Because Pogacar, Roglic and Mohoric score a batshit amount of points (and almost the entire Slovenian total) between them. VDP really hates to stay in front of the peloton. Pogacar is almost always in a better position than him despite having no team.
