there is a WCC "satellite centre" in South Africa, supporting the athletes from that part of the world, so I guess it makes sense to give some of them the chance to develop further in Switzerland as well. Whether those should be allowed to compete at the World Championships is a different matter, of course.

Estonia on the other hand didn't even manage to send someone to the men's road race, so I guess you could argue that they aren't able to provide the necessary standards indeed

I actually think a course like this is ideal for a TTT as it exaggerates the impact of smooth cooperation between participants. However I would rather see it raced on normal road bikes.
