there is a WCC "satellite centre" in South Africa, supporting the athletes from that part of the world, so I guess it makes sense to give some of them the chance to develop further in Switzerland as well. Whether those should be allowed to compete at the World Championships is a different matter, of course.

Estonia on the other hand didn't even manage to send someone to the men's road race, so I guess you could argue that they aren't able to provide the necessary standards indeed ;)
 
Interesting that Australia started the TTT with none of their four riders who are riding the individual ITT - And the women's part of the team is rubbish - They could have started Manly and Baker who were second in the Madison.
Chapman doesn't even have a time trial bike. I know she only came in as a late replacement today, but this still shouldn't happen.
