WT now being a rolling classification, the jersey should also be a rolling one - who is on top at a given time has it.

But the real problem is that WT points leader jersey would have to be above the WC one. WC is after all a one day race where there is a lot of luck in it. WT leader position is not possible to acquire just by luck. So it has more value by default.

There are two rankings, the world ranking and the world tour ranking. I think you may be confusing the two.
The WT ranking is annual, the world ranking is rolling.
