Actually, if there’s bad weather and it’s raced hard, I don’t see many finishing at all…

Well, he got it on the podium, and might have worn it at the beginning of the respective stages.
But, yeah... that might have been the reason.

Fun fact : That's exactly the reason. The organizers didn't anticipate that someone with such a diminutive size could wear that jersey.
