Based on what? I saw no improvement at all with Van Garderen uphill.
It was obvious in Paris Nice already. And in Romandie there were no real climbs...

He always seems to fade on big finishing climbs, but he does look like his weight is down so you could be right.

This race is much more important to him than Paris Nice, he's in better form. Keep in mind the young kid is only 23 years old, he has a very bright future ahead of him.
