The rankings are based on the team rankings, not individual rankings. when a cavendish or kittel wins, his lead out train is already scattered in the back. The effort of such temas count more for the victory than placing 12,13,14 in a stage. Team's strength also should be based on the type of stage and the guys who came top-3.
my point being, i think you need to change or tweak your parameters a bit more.
Also, where are you considering efforts of team mates to protect other jerseys?
