He seems to be better at positioning when the speed is high. When the speed is low like today positioning is not about strength but about being smart and being able to push other riders away. The selection was made after that 2nd category climb, clearly the real sprinters like Cav, Greipel, & Kittel were taking it easier on that climb. Sagan is more an all rounder who can climb well.
