Sure it does, racing the Tour means they are more tired then they would be had they not raced it. So they can't ride as fast. We saw Valverde dropped earlier. Maybe hanging on was the best they could do.

Also, Nieve is currently 11th in GC -> somebody has to drop out of the top ten, crash out or get busted for Nieve alway's gets 10th
