Purito would have done just fine in the ITT. He would probably have lost about 1,5-2 minutes to Contador. Not that he would have a chance of winning the Giro, but he doesn't have a chance of winning the Tour either.

Those are just excuses. I always take them with a huge grain of salt. What do you expect from them. They need to come up with excuses anyway. They have obligations with sponsors.
