Well, a few of the stages are destined to be settled with a bunch sprint. Its better to have all the top guys participating to give the competition maximum weight.
It will depend on many factors and can as well never happen. Stage 11 is the first where good climbers may be isolated from team-mates earlier than 15kms to the finish.
