Yes, that's right.

All of Froome, Roche, Nieve and Henao are within 2:30 of the lead. It's too early to go all in behind of the three others if Froome doesn't have it. They have four guys up there, which gives them options, particularly if Froome improves a bit or if Henao gets over the effects of his crash. Roche should be the main priority, if and it's a big if Froome isn't at the races, given the form he's showing and his small but real time advantage over the others. But at this point being the main priority isn't the same as getting the kind of full team service Froome would expect to get.

That's not to slight Roche. You are quite right that he's very underrated by quite a few here, particularly when it comes to the Vuelta, which he always seems to be strong at. But really, what would you have Henao or Nieve do for him at this point? Form a mountain train? Drop back and pace him if cracks, thus eliminating all of Sky's men from the upper reaches of the GC?
