For some reason Froome's time on the Dauphine ticker said he started at 1244, the same time as Burghardt, the only one which has said that, so that mistake is probably where the confusion has come from.

At least it seems Froome's time is confirmed as 11:49. I hope Alberto can match that, give or take a few seconds.

Steven de Jongh's partner says on twitter that rain is not an issue for Alberto, it is better for his allergies.

It started raining, it's just gonna get worse now. Froome's probably got this.

If stop to rain, wet road is not a problem at all, so we have time to stop to rain till the last ones...

I don't understand why Contador et al decided to start late? Seems like a mistake. That said, the rain won't matter much. The strongest will likely win anyway.
try to ride a 20% climb off the saddle in the rain :p

“That was a really hard 4-km course. It was tough. I was running out of legs. I decided to start early because it's been rainy later in the afternoon those past few days and I also wanted to get more recovery time ahead of tomorrow. I'm happy with that. Just the feeling makes me happy. I feel like I'm in good shape now. I still have some work to do and I hope to keep the momentum till the Tour de France.”
