No it doesn't... It happens everywhere with heavy winds and poor visibility. Especially common above certain altitudes.

I wish they'd focus on one point and let the peloton stream by instead of just showing Nibali and Valverde near the front then switch to another shot.

Regardless of technical difficulties (which do seem more frequent at the giro than at the tour), the directing is pretty poor. Who is in which group?

The technical difficulties are as a result of the race talking place in early May when snow and bad weather in general are much more likely than the middle of July.

Sporza reports the giro uses no plane and relies on helicopters only.

May has the highest levels of precipitation of any month of the year, snow, rain, hail etc... at least In France anyway. Not sure about Italy. But on a basic level the weather is generally worse in May.
