Honestly this time I'm not so sure it's tactical awareness. Quintana is not even close to the top 20 or so on the flat, and he might struggle to be top 100 on a course like this. The simple fact is, on a day like today Quintana isn't strong enough to stay with Froome.
That being said his team is disappointing, they brought a couple of specialists for the flat work, and they're nowhere to be seen. Not to mention Valverde should be able to be there right now.
