That's a different case. Slovakia have a mixed race with the Czechs. There was a split in the peloton with Juraj and a bunch of czechs pulling away from all the slovakians.

The czech teams all had riders up front with Juraj so nobody could pull them back. He sat on their wheels and "won" the slovakian jersey.

Luxembourg, yeah, a bit ridiculous.
