Until this week, nor has guiding a team-mate with a pat during the TTT. Either rules are strictly applied or they're not. According to the rules a helmet has to be worn at all times - if it is not, then the rider should be disqualified. Clearly they interpreted it as pushing, for which there is precedent of applying the rules exactly as they ended up doing.
