That's ridiculous. No way they didn't know the race was coming through.

Saw some talk that he might have a disability (severe enough that he doesn't know how to cross a street safely.)
In which case, it's the responsibility of his carers to, well, take care of him! He might have learned - and remembered - that zebra crossings are the place where it's safe to cross the street, but forgotten the part where you still have to look first. Imagine if he'd done it with ordinary traffic!

De Plus should be penalized. Taking him out of the race wouldn't be that far-fetched. But at least a time penalty.

Yeah, that would be rather far-fetched.

Not really, but nobody has the balls to do it. A sprinter gets relegated (or worse, see Sagan) if he does that at the end of the stage in a sprint.

How ironic btw that multiple riders were complaining yesterday about the safety of the route.

Hirschi attacks on the downhill. Sounds familiar but this time it doesn't work.

Hirschi is an amazing rider. Great instincts for his age and superb technical abilities on the bike.
