Just 7 man teams? Nothing to do with how small they are but with how weak or even they are. So with certain teams having way more money than others.

If every team had a 20M budget no team would be able to control stages like this, with 5 or with 8 riders.
 
Yeah, I'm surprised it's created this much havoc, but I guess the previous attacks on San Antonio and the descent afterwards, which allegedly killed Bouchard, must have played a role.
Yeah, that one is pretty much half a Giau.

Btw, the roads in Austria are much better. Their national road infrastructure company actually knows how to built roads that last for multiple snowy winters, unlike the Italians, who only repave the final few cms instead of building a proper, long lasting fundament.
