Can someone explain to me, though, how all of these folks are alleged to be involved in a comprehensive doping ring in 2008 and 2009?

Doping stopped in 2006. Didn't they get the memo, or does it really take that long to translate the memo into an Italian dialect?

Italian law moves at snail pace. It makes lawyers rich and helps get people off charges as they slip into SOL. Look at the Conconi case in the 90's.

But yeah all these guys doping in 2009, who would've guessed hey, but the reality is that the culture in cycling is to dope. That has not changed and it will take a monumental effort and injection of money into anti doping to change that. No one wants to spend money catching cheats!

Spain, Brittain, Germany.
Nice recent examples of suppression rather than facilitation of antidoping on a national level.
