just because you have a rider in the front group doesnt mean you dont have to attack.

It does...

You don't have to attack when you have a guy out front, but you can. And it does mean you can pick and choose when to attack at your own leisure because you don't have any obligation to contribute to the chase (especially if your guy isn't the strongest one in the break), so Sky can put multiple bullets in their gun.
