"Decide whether or not to hold an independent inquiry..."

Yes it still needs to be decided...

Armstrong's son will riding the Tour by the time they decide!

Yup, rather than recommending that such an inquiry take place, they recommend that it be decided "whether to hold an independent inquiry into the Armstrong affair and whether to offer riders an ‘amnesty’ or reduced sanctions for coming forward to that enquiry."

I'm glad we have such decisive individuals "working" for us stakeholders. We really need more people willing to recommend that decisions be made.

McQuaid’s grip on power appears weaker than ever, with Cycling Ireland expecting its members to refuse to nominate their compatriot for September’s UCI elections and Swiss Cycling having established an arbitration hearing into its decision to endorse the president’s candidacy.

The beleaguered 63-year-old is now under threat of not even seeing out his full term in office. The latest attempt to oust him was kick-started during a stormy UCI management committee meeting in Bergen, Norway, on Friday.

Mike Plant, of the United States, forced McQuaid and the rest of the committee to discuss a dossier compiled about the UCI president using private investigators. After succeeding in blocking its introduction during the first day of the meeting, McQuaid’s attempts to do so again on Friday failed, though its contents had not been made public on Friday night.

The dossier represented the latest in a relentless series of attacks on McQuaid since Lance Armstrong was exposed as a serial drugs cheat.

That was after Cycling Ireland reversed its decision to nominate its former president to stand for a third term. A technicality ultimately forced the about-turn but Cycling Ireland chief executive Geoff Liffey on Friday admitted there had also been “a bit of a backlash” over the nomination, which was set to be voted on again on Saturday morning at an extraordinary meeting. Liffey said: “It’s probably more unlikely that he would receive the nomination than likely.”

I read it differently. Private investigators were used to do some snooping on McQuaid. Bizarre. The Mngt. Committee then forced McQuaid to discuss the dossier. Sounds like someone wanted some answers. What was in the dossier?

Sorry, you're correct.

McQuaid is obviously worried about the details of it since he has done everything to stop it from being introduced.

CN did have the story about this the other day where it might end in a vote of no confidence in him. Now that the details of the dossier have been disclosed at the meeting, let's hope we now get the vote of no confidence. With this currently happening in Norway and if the vote in Cycling Ireland goes against him, McQuaid could be well and truly finally done for. I couldn't see him getting out of this one.

I also read it as Plant hired private investigators to compile the report. Which brings up a whole load of questions why somebody on the management committee would need to do that to prepare this dossier on a colleague.

Although the way the article is written in The Telegraph, it could go either way (McQuaid using the PIs or Plant using the PIs). Either way, would love to know what's in that report. Hopefully something will leak. :D

^me too. McQ has "enemies" (well, rivals) in the Management Comm - Makarov, Cookson, etc. Plus Plant himself. Somebody could well leak the dossier to the press. And now would be a good time with the EGM tomorrow plus the Swiss case.

does the UCI still have control of anti-doping

there used to be a doping committee that informed UCI of suspicious samples

only UCI know the identity of cyclists?

UCI decide whether to take action or not ?

does it still work like that?

Would it be too much to hope for Cookson to win and announce lifetime ban for doping offences, and at least a doubling of bio passport testing?

In rejecting Pat McQuaid today, the cycling community in Ireland has put the sport before national allegiances. Chapeau!

AND finally :

Plant is very likely NOT the guy hiring PI's. Plant has a **long** history of doing Thom Wiesel's dirty work.

The list of people who would not think twice about blowing a few thousand quid on PI's looks like:

Makarov - UCI Management committee and has some history of public disclosure of Hein and Pat's side business licensing the term "Tour of XYZ" out of a private, not-disclosed company name. For example, Makarov wanted to do a "Tour of Russia." You pay some private company to license that title. And the UCI won't budge until you pay the private company.

Wiesel - Owner of USAC, former sports fraud partners with Hein and Pat

There's a Kuwati sheik on the management committee who I cannot find much on in English. He'd have the money. But, I have **zero** clue what his agenda might be.

My wild and crazy guess is Cookson would not do it. It's the hardest possible route to UCI Presidency. It might be possible to authorize the expenditure with the UCI, as the Management Committee's rules are secret.

My first guess is Wiesel. He's a smart guy though, so I am probably wrong.

Yes. WADA code will prohibit that.

I think the best you'll get is independent testing and rule management body.

Doesn't mean a lot with new age doping. You have to test positive to actually have a violation. That's that problem.

That's not true, just look at the long list of riders on the Black List. Life bans have been happening for years! I find your view on that rather short sighted.

Looks like its 10 now :D

Good article by David Walsh today on McQuaid. The difference in response to Frankie, whose admission threaten the myth, and Riis.

It could do worse than start with McQuaid’s reaction to the doping confessions of Frankie Andreu and Bjarne Riise in 2006 and 2007. About Andreu he said: “If Andreu wishes to say that, that’s up to him. I don’t know what he’s trying to achieve because he cannot achieve anything by saying this.” Riise’s admission came in the same week as the Germans Erik Zabel and Rolf Aldag admitted they doped. “My reaction,” said McQuaid at the time, “is the same as that to the two Germans yesterday. It is sad this has been the case, that they had to resort to doping during their career. However, by the same token you have got to recognize that it was a brave decision of the three, Riise included, to do this.”

The question is obvious: why was the reaction to the US Postal rider Andreu so different to his response to Riise?

did Barney Riise get the equivalent of an OBE in Denmark, and can add an e to Riis?
bald barney confession ftw

This is easy to understand, Pat only goes against those he consider weak. At the time, Frankie was an easy target, Riis and co, were not easy targets.

Quite consistent in my view. Who he perceives as weak changes with time of course.

That will be the last time McQuaid talks to newstalk.

Gilroy did do his homework. I like also how newstalk analyse the interview straight after and correct mistakes they may have made or bring up stuff that may have been missed in the interview.

They pointed out after the interview how McQuaid said it was the rules but was able to break them for Armstrong.

Gilroy should've asked McQuaid about his IOC ban for riding in SA and why UCI gave Roche a job, a guy who to this day denies doping even though an Italian court declared his epo use.
