That followed what the UCI described as “two breaches of applicable requirements regarding rider availability and one missed test in 18 months” on the part of the cyclist.

It makes Jason Kenny the sprint World Champ.

The UCI haven't confirmed that, which is strange. You would think they would make that statement at the same time.

BBC have confirmed that Kenny gets the gold (still nothing on UCI site)

What seems strange is that the one-year ban was back-dated, so has already expired. Presumably the missed tests happened in 2009/10, and so the case has taken over a year to complete. This is ridiculous for something that is a lot more clear-cut than, say, Contador

A missed test is seen as the same as a positive result, isn't it? How do they come up with a 12 month penalty? And why award a gold medal? They didn't when Carey Hall & Stephen Pate tested positive.

There seems to be a bit more to this case than a simple missed test.

There really is no telling how long the wrangling went on to get this situation to this outcome. One missed test and results are swept away in a back-dated penalty announced a month after all is said and done.

This is the one area where I have complete sympathy with riders who dope. To be clear, in this case no one knows who is doing what and I'm not calling Bauge a doper. There's just no rhyme or reason to the penalties or the process, so why not take a chance?

I'm intrigued at the idea that the UCI may be catering to the IOC's next big show with the now complete double-secret probation.

Is this one of the 5 or so incomplete cases from earlier this year? No one knows.
