It depends on kit (and on flag). A German kit which was a full body kit would look silly, and though it could be classy, it's a blocky ostentatiousness rather unbecoming of the traditionally classy white-with-bands version. In fact, I'd say that any flag with vertical stripes (Belgium, France, Italy etc) is better off with the full jersey, while the horizontal stripes (Germany, Austria, Russia etc) work better with a white jersey with the national flag bands. Obviously there are exceptions (Estonia, for example, have colours that produce a very nice full tricolor jersey when used correctly, while a full jersey in the Portuguese colours looks terrible compared to the classy white jersey with the flag bands, like Cabreira's excellent Onda jersey). 'Cross' flags, whether centred (Switzerland, Georgia) or Scandinavian (the obvious culprits), need to be full jerseys in the flag design, otherwise they just don't look imposing enough as national jerseys.
The USA, I'm not sure what they need to do to create a classy jersey, as the flag is not the best in terms of trying to create something that is classy and not ostentatious but still shows off the national colours. I guess Hincapie came closest with his BMC one. Anything, ANYTHING, but Levi's 2007-8 one.
