He knew Kragh and Küng were going for GC, so it made sense to make them empty themselves.
I think Kragh made a tactical mistake, to be honest. He should've save a little bit before the last hill there (with 5-6 km to go), and accelarate there. The others were of no use anymore those last 5 km.
